In 1948, Saginaw was one of the early communities that quickly acted on the Michigan Stream Control Commission’s requirements for reduction of the pollution discharged to the waters of the State of Michigan.
HRC designed their sewage collection system and a primary sewage treatment plant. is project was the first to discharge treated effluent to the Saginaw River.
