Hubbell, Roth & Clark is pleased to announce the promotions of eight of our employees.

Randy Wilcox, PE to Senior Associate


With over 35 years of experience, Randy has managed water and wastewater treatment projects, local street rehabilitation, master utility planning, stormwater management, and the design and construction of MDOT and local agency transportation projects.

Nancy Kolinski, PE to Associate


Nancy joined HRC in 2019 with an extensive background managing civil engineering projects, from private development to municipal consulting. Nancy manages a team in the Environmental Engineering Department.

Scott Roth, PS to Associate


As a professional surveyor, Scott has over 15 years of experience on public and private infrastructure projects with expertise in industrial site and construction surveys, right-of-way acquisition, GIS data collection, asset management, and ADA compliance assessments.

Doug Urquhart, PE to Associate


Doug has over 15 years of experience in planning, design, and construction administration for drinking water and wastewater treatment facilities. His environmental engineering experience includes chemical, bioremediation, and groundwater treatment systems.

Jacob Darnall, PE to Manager


Jake joined HRC in 2017 after working in the Engineering Department for the City of Farmington Hills. His areas of expertise include transportation design, pavement analysis, drainage studies, residential and commercial site plan review, and administration of MDOT LAP projects.

Ryan DeBono, PE to Manager


Ryan joined HRC’s Industrial Facilities Design Department in 2015 where he is responsible for underground utility design, process piping, site grading, surface modeling, site access, roadway geometry design, water storage facilities and pump stations, and automotive test track irrigation systems.

Patrick Haire, PE to Manager


Patrick joined HRC’s Industrial Facilities Design Department in 2016 with experience in environmental restoration, hazardous waste operations, and environmental compliance. He has been involved in a multi-year design service contract with the Suburban Mobility Authority for Regional Transportation (SMART).

Emmett Mercier, to Manager


Emmett joined HRC in 2021 with experience in the public and private sectors in professional map creation, GIS enterprise design and administration, GIS data integration, web development, application management, application development, and GIS project management.
