Congratulations to Charles Butler, Josh Leon and Jeff Williamson for passing the PE Exam

Charles Butler, PE

Mr. Butler joined HRC in 2016, working in the Civil Department at the Delhi office. He has experience in municipal engineering, including roadway and utility construction elements and municipal utility design and maintenance. His experience also includes full roadway reconstruction, sidewalk design, site utility design, parking design, and access management plans. Mr. Butler has experience in AutoCAD Civil3D from working with local municipalities and previous college design projects. Mr. Butler holds a Bachelor of Science in Civil Engineering from Michigan Technological University.

 

Josh Leon, PE


Mr. Leon joined HRC in 2017 and has experience in general engineering services for various municipalities. His experience includes contract administration, bid documents, specification drafting, new development, utility plan reviews, construction plan drafting and various studies for project feasibility. Projects have typically been designed in accordance to the Department of Transportation for Michigan, local and state ordinances and other requirements. His construction management and administration experience includes roads and airport runway repaving, heavy civil highway construction, coordination with state DOT staff, contractors, clients and residents, project scheduling, cost tracking and managing project progress.  Mr. Leon holds a Bachelor of Science in Civil Engineering from Michigan Technological University, and works out of the Detroit Office.

 

 

Jeff Williamson


Mr. Williamson joined HRC in 2021, working in the Transportation Department in the Bloomfield Hills office. He  has experience in general engineering services for municipalities and private developments. His experience includes specification drafting, construction materials testing, plan specifications quality assurance, and utility plan reviews. Projects have typically been designed in accordance with the Michigan Department of Transportation, local and state ordinances, and other requirements. His construction management and administration experience includes road repaving, heavy civil highway construction, coordination with state DOT staff and utilities, and project estimating. Mr. Williamson holds a Bachelor of Science in Civil Engineering from Wayne State University.

 

 

Congratulations to Matt Hughes for completing his Professional Certification in Geographical Information Systems

Matt Hughes, PE


Mr. Hughes joined HRC in 2015. His career began assisting with EGLE’s (MDEQ) Stormwater, Asset Management, and Wastewater (SAW) Grant projects for several municipalities. His primary experience includes system-wide asset inventory development, analysis, and modeling of sanitary, combined, and stormwater sewer systems. He leverages GIS software and is seasoned at utility investigations in the field to ensure GIS mapping is representative. His asset management experience condition assessment studies, cured-in-place pipe rehabilitation and repair, and long term planning studies consisting of sewer metering,  hydraulic SWMM models for several sewer collection systems, and asset management-based capital improvements planning. In the southeast Michigan area, Mr. Hughes has completed over 5,500 manhole inspections and has measured spatial data on over 7,000 infrastructure assets in southeast Michigan. His municipal experience includes management of sidewalk/safety path repairs, ADA ramp retro-fit, water main replacements, sewer repairs, retaining walls, and hydraulic and hydrologic studies for stormwater systems.
